National Campaign Updates

Insurance Meeting:
Jimmy Kenny and Bill Heather attended a meeting with Carole Nash
on behalf of MAG Ireland. Issues raised included support of MAG
events, claims assessment and road testing insurance.

Important for members:
Marshalls at MAG events are covered by insurance.
When attaining a quote from C.N. always retain the quote I.D.
number for future refence.
Individuals will be quoted on individuals merits ie. Age,
experience, bike-training etc.
Classic policy starts from January 1st

Extra Important :
Young riders increase their chances of getting cover by obtaining
training.
Validity of insurance cover for lapsed members is being
questioned in court.

Motorcycle Emissions Success:

On the 8th of March, the EU Environment Council of Ministers
agreed on a common position concerning the proposal for an
amendment to Directive 97/24/EC on certain components and
characteristics of two or three-wheel motor vehicles. All the
Member States voted in favour while Germany abstained
This position should be formally adopted at the next meeting of
the Environment Council (7th of June 2001),

The position of the Council is much closer to the original
position of the Commission (with which FEMA was mostly agreeing)
before the Environment Committee of the European Parliament
amended the text.

The Council agreed on the Commission's proposed 2003 mandatory
emission values, other than requiring tighter hydrocarbons limits
for motorcycles above 150 cc. FEMA has checked with the industry
and they say that they can cope with it. Member States might
offer tax incentives to vehicles complying with the new mandatory
values before the application date (2003). A one year extension
is granted to trial and enduro motorcycles.

The Council refused the adoption at this stage of mandatory
emission values to be applied from 2006. Those values should be
based on a new test cycle for motorcycles, which the Commission
should present before the end of 2002. Therefore, such emission
values will most likely be decided in 2003, also taking into
account technical progress.

The Council also opposed Lange amendments calling for the
introduction of On-Board Diagnostics (OBD) and in-use compliance.
Their application to motorcycles has not been sufficiently
studied yet and therefore should not be implemented at this
stage. The Council asked the Commission to further investigate
the matter, giving no deadline for a proposal to be presented.

Once the Council formally agrees on the common position, the text
will be sent back to the European Parliament for the second
reading. The European Parliament will then have 3-4 months to
consider the text, possibly amend it, and vote within the
codecision procedure.

MAG Ireland has been in contact with the DOE&LG on this issue to
ensure that MAG's view is heard and to welcome the agreement
which the Irish government has supported.

Local Group Updates

MAG Dublin : Buslanes
In response to queries from Dublin motorcyclists as to why an
online poll at the Dublin Transportation Office (DTO) did not
allow respondents to specify motorcycles as their form of
transport the DTO issued a document entitled "Motorcycles and
Dublin's BusLanes". This document has been circulated on
IMAG_INFO and MAG Dublin is urgently seeking a meeting to clarify
the situation and to express the feelings of motorcyclists.

MAGLink does not usually contain copies of correspondence but
due to member interest this is an exception:

MAG Ireland is both surprised and concerned at the content and
tone of a recent communication from Mr. Michael Ahern, Senior
Transportation Engineer at the DTO entitled "Motorcycles &
Dublin's Bus Lanes" (see attachment).

We find this document to be inaccurate, illogical and frankly
insulting to the thousands of law-abiding motorcycle and scooter
users in Dublin. For a government agency to publicly state its
unsupported perception that users of powered two wheelers are
erratic drivers and particularly prone to law-breaking is
scandalous. To base public policy on such perception is highly
unprofessional.

The vague generalisations and open display of prejudice contained
in this ill-advised document are not what we have come to expect
from the DTO and we hope you can publicly assure us that it is
not part of official DTO policy.

We urgently seek a meeting with the DTO to address this very
serious issue.

MAG Dublin : Bike Parking
MAG Dublin (represented by Jimmy Kenny and Maeve Roche) has had a
positive meeting with Dublin Corporation on bike parking. Work on
the venues for parking is moving along and the study is
commencing in June when more student staffing is available.
Feasibility studies will be started on the submitted sites and
work is expected to commence on the first sites in September
2001.

Dublin Corporation have requested that if possible MAG could
supply samples of suitable ground anchors and gave a brief
outline of how they expect the sites to look like. They think the
best way forward is to make 2 existing car spaces into pushbike
and motorcycle spaces.

Existing indoor car parks will be contacted about motorcycle
parking, the corporation will remain in touch with MAG Dublin for
the duration fo the studies and a further meeting is scheduled
for after the survey in June.

NEC March 7th

Incorporation
Prior to the meeting proper, and as previously arranged in the
last NEC meeting, seven subscribers assembled to sign the
necessary documents for the incorporation of MAG Ireland as a
company limited by guarantee. The subscribers were: Herb
Finnegan, Catherine Donnelly, Jimmy Kenny, Eoin Kirwan, Maeve
Roche (in Bill Heather's absence), Mark Newman and Gearoid
O'Byrne. The latter two subscribers are members of MAG Dublin.
Mark Cogan, a MAG member, acted as witness to the signings.
Action: Herb to get the documents to the next stage.

Staff and Volunteer Expenses Claim Form
Catherine Donnelly introduced a form to be used for claiming out-
of-pocket expenses for such as telephone, postage, travel and
accommodation. This was approved.
Action: Maeve to supply electronic version to NEC members and
printed version to members not on email.

Apology of Bill Heather
Discussed submission from Maeve indicating that apology had not
been received from Bill Heather as agreed in last NEC meeting by
Bill. Agreed if such apology is not forthcoming that Bill be
cited for behaviour un-becoming an officer of MAG Ireland, and
necessary appropriate action be taken at the next NEC.
Action: Herb to advise Bill, accordingly.

The office take over administration of NEC and NC meetings
(French)
Maeve Roche's submission in this regard was also noted. It was
noted that Maeve would take time in lieu of the hours attending
the meetings and save them so that a day off in lieu would be
taken. Maeve will also provide a monthly report. The proposal
was seconded by Catherine, considered and approved.
Action: Herb to convey to Maeve, set up process.

Define gensec position as lobbying and advancing campaigns
(French)
Catherine suggested the position should be called "Campaigns
Officer". Everyone agreed. In view of gensec being a position
in the constitution, this change would have to be brought to AGC.
The proposal was seconded by Jimmy Kenny, and approved by the
meeting. The position should be advertised in next RR, Irish
Independent and Irish Times.
Action: Herb take care of RR advert and get office to see to
newspaper advertising.

PR Stunt on Insurance (French)
This campaign, to further the work for U-25 insurance, was
seconded by Eoin Kirwan and approved by the meeting.
Action: Herb to include in Spring RoadRunner.

Anti-Theft Campaign (French)
There was no seconder for the proposal. Suggestions were that
the campaign could invoke the wrath of the armed gangs that are
conducting thefts ; that we should get the Gardai to do more ;
that we put a marker down for the Gardai that there is a real
problem and perception of little activity. The agreed suggestion
was that we go to the Gardai with the poster and how the campaign
would work and see what they thought.
Action: Herb to put outline of proposal together with poster, and
arrange meeting with Stolen Vehicles Squad.

MAGLink and Web
Agreed that all clubs should get a stripped-down MAGLink.
MAGLink will go via the IMAG_INFO mailing list and will also go
on web site. It was noted that David would produce the MAGLinks.
Action: Herb get MAGLinks on web, DF produce MAGLink, CD strip
down MAGLink for clubs.

Info Sheets
The info sheets revised by David French were reviewed and
approved. These to be used instead of spending time on phone
with enquirers.
Action: Herb put sheets on web site. Maeve replace all current
sheets with the new ones and destroy old electronic versions.

Financials
Herb explained all the work that had been done by David and
himself with the Quicken files. The meeting was supplied with
cash flow and account balance reports: Two discrepancies were
noted and will be investigated. Otherwise finances are in good
shape. It was agreed to consolidate accounts into one deposit
and one current. However, if experience or financial wisdom
dictated otherwise, this should be taken into account.
Signatories to be Jimmy, Eoin, Maeve and Catherine.
Action: Herb to follow up with Impression, investigate
discrepancies, and organise the bank accounts.

Situation re employment contracts and budget.
A question arose from elements in the financial reports as to the
full details of the employment contracts, gross wages and PAYE
and PRSI deductions. Agreed that MAG should pay minimum wage, at
least.
Action: Herb to discuss with office and contact Linda to get
details and review situation for next NEC.

RoadRunner Advertising and Plan
Herb provided spreadsheet of RR advertising rates, the
advertising targets and figures showing net cost to MAG per
issue. Catherine advised that clubs were advised of reduced rate
advertising for them in RR and that MAG should put the STR poster
in Spring issue as an example.
Action: Catherine provide STR poster. Herb put STR poster in
Sprint RR.

Budget 2001
Herb explained source of David French's budget and some of the
data on it. The budget is based on last year's data and still has
to go through refinement. Herb proposed that it was vital to get
the office re-furbished and that IR1500 should be budgeted.
However, it would be done as economically as possible (as usual).
Agreed.
Action: Catherine study Events Insurance. Jimmy talk to Paul
Murran about refurbishments. Herb refine budget in cooperation
with David French and present to next NEC meeting.

Treasurer
The meeting agreed to publish vacancy for treasurer in next RR.
A suggestion to locate a student in final year of studies was not
discussed due to time constraint.
Action: Herb put vacancy in Spring RR and on web.

Interesting PTW research from Australia
MAG regularly reviews research conducted in other countries. A
very interesting and very readable piece of research on the use
of powered two wheeler (motorcycles and scooters) in transport
policy has recently been completed in Australia. This
professionally commissioned independent work contrasts strongly
with the primitive and prejudiced attitude being displayed by the

FEMA Benefit weekend in Belgium
The weekend of September 15th the European Festival of
Motorcycling will be held in Kojkside Belgium, Advance tickets
entitle you to breakdown cover in Belgium and ferry discounts.
The event itself will be near a beach and have a standard rally
with decent bands plus competitions, drag races, test bikes, bike
show.
Amsterdam and all it's attractions is only up the road if you
want to make a holiday out of it. More details will be in

Following on from the seperation of IRTA from MAG reported in

Currently IRTA has 16 Instructors which means 67% of Irish
motorcyclists have an instructor in their county. More
instructors are being trained. Contact IRTA if you wish to get
involved.

Recognition of motorcycles by Dublin Corporation
In stark contrast to the Dublin Transportation Office (DTO),
Dublin Corporation has shown good sense and recognised that
motorcycles deserve different treatment than cars.

Corporation Press release from 14/3/2001 :
"No left turn from Dawson Street to Nassau Street (except
buses/taxis/cycles/motor cycles). Goods vehicles wishing to make
deliveries in the area will not be affected by the ban between
6am and 10am."

Positive indications for Bikes in Buslanes ( Northern Ireland )
Along with the BMF, MAG Northern Ireland had a meeting in
February with the department involved in legislating for bikes in
bus lanes. (Dept of Regional Transport in Northern Ireland) They
are all in favour for this proposal and the only thing holding it
back was the cycle lobby and concerns that motorcycles are not as
environmentally friendly as portrayed. The government
representative stated he would like to get motorcycles in bus
lanes by the summer.
