National Campaign Updates
Motorcycle Emissions:
Lange report approved by the European Parliament in first reading
The Lange report amending a Commission Proposal on reducing emissions from motorcycles was adopted in February by the European Parliament during the plenary session in Strasbourg. The directive as modified by the Parliament will now be considered by the Council of Ministers for Environment, probably by the end of March. MAG is contacting the government on this to ensure MAG's view is heard in the Council of Ministers.
MAG's position can be summarised as follows:
- We support cleaner bikes ; 50% reduction of emissions in 2003, further 50%
reduction in 2006, but it is important to know about the appropriate bike test
cycle to be able to establish actual precise figures for 2006.
(This was the original proposal from the Commission which we were consulted
on during drafting )
- We need a test cycle specific to the use and driving pattern of a powered
two-wheeler.
- We believe the Parliament has a very "political " position, but
that it is not a realistic one. Parliament is trying to put too many things
in the same basket at the same time.
- We believe in a step by step approach. Let's get the figures down, then consider
additional devices and/or measures such as OBD (on-board diagnostics), in-use
compliance, etc. These can then be added to the proposed regulations
after proper cost-benefit evaluation.
MAG / IRTA separation:
Following on from the steps mentioned in the last MAGLink mean there is now
no shared management between MAG and IRTA. IRTA now has it's own premises and
contact details. Mark and Linda O'Loideoin will continue in their positions
in IRTA but have resigned from MAG as Treasurer and Rider Training Officer respectively.
David Gibson has resigned as MAG General Secretary and Alan Toal BL has also
resigned from the NEC. Although not involved in management David French and
Catherine Donnelly have also resigned as members of IRTA. Please see Press Releases.
European Liaison:
MAG was represented at the Federation of European Motorcyclists Associations
(FEMA) Finance and General Purposes Committe meeting on January 20th in Brussels
and at the full Committee meeting on Saturday Feb 3rd in Antwerp (at no cost
to MAG Ireland). Discussions included FEMA position on emissions legislation
and the European Festival of Motorcycling. MAG Ireland was elected to the new
Executive Committee of FEMA. Full report and minutes available from European

Local Group Updates
MAG Cork
MAG Cork are compiling a brochure of photographs of road hazards in their area.
Contacts have been made with other county council offices which are receptive
toward motorcyclists concerns. According to Cork City Council, they will immediately
temporarily repair all hazards listed and documented to them and schedule them
for permanent repair.
MAG Donegal
MAG Donegal held an AGM on Saturday 17th of February. Ger Donnelly (MAG Cork
rep) and Herb Finnegan (MAG Chairman) attended. The newly elected committee
is

Boyle, 85 Ard Connell, Ardara (087 6557414) Committee members elected were:
Wesley Moore, Manus O'Donnell, Kieran Neeson and Ryan Neeson.
The outgoing Treasurer, Seamus McDermot, was not in attendance but willing to
stay on as treasurer if ratified. Thanks went to Danny Bonner for his work over
the past three years. MAG Donegal will meet the first Monday of every month.
MAG Dublin
MAG Dublin has taken on the bus lanes issue as it is effectively an issue specific
to Dublin. Expect updates and rapid progress. A meeting is also being arranged
on secure bike parking.
MAG Kerry
Congratulations to MAG Kerry on their successful Rock Night, which was held
on 3rd February in Baron's Bunker, Causeway.
MAG Limerick
MAG Limerick held their 1st AGM on 21st February at which all of the outgoing
committee who stood for re-election were voted back in. There was an excellent
turn out and all officer reports were extremely well put together. MAG Limerick
are a shining example of what can be achieved in a short space of time by a
well organised and motivated group.

Press releases
New premises and management for IRTA.
The Irish Rider Training Association (IRTA) has moved from the MAG Office to
new premises.
This is part of the planned separation of IRTA from the Irish Motorcyclists Action Group (MAG Ireland). MAG initially created IRTA to fill a perceived gap in the services available to Irish motorcyclists and to help increase road safety.
MAG's major investment of manpower, financial support and shared premises has now paid off in an organisation which has official national recognition and which has much potential.
The new management of IRTA includes some people formerly involved with MAG Ireland. To avoid the inevitable conflicts of interest between a government funded training organisation and a consumer interest lobbying group there is no shared management. Naturally there is an overlap in membership and MAG recommends IRTA to Irish motorcyclists.
MAG looks forward to a productive working relationship with IRTA and wishes the organisation every success.

NEC February 5th
(summarised from full minutes)
· Proposal: That meetings of MAG with other bodies are not to be combined
with meetings of the MAG representatives present in any other capacity without
prior NEC approval. Approved
· Proposal: That the subscriber's list for the incorporation of MAG Ireland not contain any members of the subscriber's list for IRTA. Approved
· Immediate payment of first installment of FEMA fee for 2001 authorised.
· Road Hazard Forms. Agreed that Group Liaison and Safety Officers will
monitor local dialogue
· Agreed to continue with road hazards page in RoadRunner.
· Agreed to buy 1,000 two-part pink road hazard forms for distribution to groups.
· NEC does not have a problem with machines being used by riders found to be without documents being removed by Garda transport, pending necessary documentation.
· Meeting with Carole Nash 15/02/01 discussed. Jimmy Kenny to attend with Bill Heather. David Gibson to send fax on meeting to Warren Dixon.
· Bill Heather authorised to handle Insurance Portfolio in the interim.
· Work on the office, Jimmy Kenny, representing the NEC, to contact Paul Murran, Clerk of Works about alterations, receive costing and report to NEC
· Discussion on replacement of General Secretary. Decision on replacement of the General Secretary should not be rushed. Duties to be considered. Herb to discuss with office.
· Agreed that in the interim Maeve and Liz will continue doing what they have been doing. Any issues Maeve can't handle will be referred to Herb who may respond or delegate to NEC members
· Agreed to proceed with all haste to complete incorporation of MAG. All signatories to attend next NEC meeting to sign. The Memo & Articles to be based on the standard recommendation of CFL and decisions of the NEC.
· Copies of the constitution to be sent in electronic format to The Constitution Review Group to review for inconsistencies and contradictions either having further discussion or submitting a report to next NEC.
· Printing contract for RoadRunner 2001 awarded to Impression. Agreed that seeking tenders was worthwhile.
· Advertising in Roadrunner: Pending a decision on awarding a contract to sell advertising space in RoadRunner to a third party, it was agreed that Anita Finnegan seek advertisers for the Spring issue and further issues at existing % rates on a lower page tariff.
· Herb Finnegan to work on budget figures for next meeting. Bill Heather offered to assist if needed.
· New mandate forms for Signing Authority to be immediately sought by Office from AIB Bank and Visa Card Company. Catherine, Herb & Maeve (any two to sign) to be the new signatories.
· Agreed that as the position of Treasurer is a constitutional requirement,
a competent person with bookkeeping and accounting knowledge must be co-opted.
Nominations to be discussed at next NEC.
· Agreed to use TAS Books accounting system that will assist in preparing
books for audit at year-end 30/09/2001.
· Agreed to let the issue over the MAG Drink/Drive poster die without further comment and to immediately remove the poster from the website.
· Jimmy Kenny to attend any meeting re offer of help on accident investigation.

Miscellaneous
Germany bans mobile phone use in cars
Since February 1st Germany has introducted a 25 pound on-the-spot fine for using a mobile phone while driving. Handsfree sets are exempt and the only way you can use the mobile is if you are in stationary traffic jam with your engine turned off. No equivalent European legislation has been proposed.
Young car driver alleges bias in motor insurance
A complaint was lodged on February 19th with the Director of Equality Investigations
claiming discrimination on age grounds in the car insurance market.
Essentially the Equal Status Act outlaws age discrimination in the provision of services but allows discrimination if it is justified on actuarial or commercial grounds. Accident statistics show yound drivers having between twice and three times the accident risk of older drivers yet their premiums are up to eight times the average. No commercial or actuarial data has been presented to justify the discrimination.

FEMA Beneft weekend in Belgium
The weekend of September 15th the European Festival of Motorcycling will be
held in Kojkside Belgium, Advance tickets entitle you to breakdown cover in
Belgium and ferry discounts. The event itself will be near a beach and have
a standard rally with decent bands plus competitions, drag races, test bikes,
bike show. Amsterdam and all it's attractions is only up the road if you want
to make a holiday out of it. More details will be in RoadRunner and there'll
be groups heading over if you don't want to travel alone. Weekend advance tickets
